Early in the 1970s Paul Ellwood, MD
proposed a way
out of the Medicare budget crisis. He suggested that the federal
government turn to the prepaid health plans to control costs. To do so
it would be necessary for the government to catapult these insurance
plans from minor to major health care players. For the purpose of new
legislation, these prepaid plans were renamed "health maintenance
organizations" (or HMOs). The newly coined HMO term had (at that time)

understandings of the law with kprc should they be of use to a licensed
attorney which I am not. Such a licensed

there is a public risk to health care whereby certain charges might be
appropriate. Alternatively it could be

and Kaiser-KC is a defacto 'partnership.'
Kaiser Permanente's (the Defendants collectively) literature, internal
documents and internal memorandum, and even its public statements and
advertising
are full of descriptions of this relationship as a 'partnership.' The
relationship
is a 'symbiotic' one and one of 'interdependence,' a relationship where
each depends on the other. Kaiser Permanente handles the
'business
side' and PMG handles the 'medicine side' (although those divisions are
murky at best, if any divisions could be said to exist).

that these monies are hidden under the Plan in such a way as to be non-recoverable
by the bond holders should there be a downturn; the transparency of its
physician profit system on the backs of seniors could cause such a stir
that the government might be embarrassed into action (right now the mutual
back scratching is done as a business as usual approach to make Medicare
look almost solvent).
5. As the physicians public stance of being at arms length in
negotiation with the Kaiser Plan and being salaried with only tiny bonuses
is an advertising lie, enrollment is done in fraud; actually - and
by a chartered and signed agreement - the physicians are in control of
a steering committee that requires all input to itself (and not the Board)
as it prepares all issues which go before the Board;

It is really very simple. Patients who are run over by an HMO
have must have the same rights to sue as drivers who roll over in poorly
designed Broncos. They also need the right to have a concurrent,
duplicate
of their own records

to another health plan when the first one forgets to test or treat.
Your own responsibility to keep HMO
advertising honest through HHS, then CMS, then Medicare Plus
Choice,

Special Tax Status and How They Got It!
The
Permanente physicians have an ENORMOUS reason to cut corners on
patient care at Kaiser. It is not only to have a good future
organization
with which to bargain but it is to realize their own accumulated work
product
from the past. Since the retirement package at Kaiser is very
generous,
it is like having 25% of your salary held back to make sure you play
the
game right until the day you retire. And since you have no
contract
at Kaiser, you serve to some extent on whim. In fact, they
have moved
away from the tenure approach of the past and run more on cooperative

Collaborative team care is being substituted for physician

Lawrence's new salary as of the year 2000 was over $2 million
a year, not counting all of his corporate duties within Kaiser

Bioterrorism-Related Anthrax - an Over View The
anthrax terrorism has allowed for the first time a direct comparison of
fresh Kaiser guidelines as contrasted to the (also fresh) Center for
